New Patron Account: Work with Christy to add patron to WCC's instance.

1. Mānoa purchases ExLibiris products in full. We reimburse Mānoa. 
2. Mānoa sends Consortium purchase shares after July 1st.
3. WCC Business Office requires payment of service before use. Therefore, every year we write a late payment memo.
4. This memo is sent to Melanie (if Melanie is not available, it goes to the VCAA).
5. If possible, pay with the "previous" fiscal year.
